Text messages not sending to one person on iPhone may be caused by the person’s phone being switched off, offline or probably the person blocked your contact.
If a text message is not sending or getting delivered to a particular recipient or contact on your iPhone, I want you to know that this issue is from the recipient side.

A phone may be in an airplane mode but has an active Wi-Fi which makes internet connection active on the phone. However, if the phone is completely offline without any active Wi-Fi then it simply means that text messages will never get delivered to the phone.
3. You have been blocked by the recipient

Below are the ways to contact someone that you on iMessage or iPhone;
- Hide your caller ID
- Create a new apple ID account
- Create Google voice account
- Use other instant messaging apps
1. Hide Your Caller ID
One of the ways to contact someone that blocked you on his iPhone is by hiding your caller ID. Once a caller ID is invisible to the recipient, the call will go through to the recipient unless the recipient enabled Silence Unknown Callers on his phone.
To hide your caller ID on iphone, get started by opening the Settings app on your iPhone.
Scroll down to Phone and open it.
Look at the options presented to you and you will see Show My Caller ID among the options.
Go ahead and open Show My Caller ID on your iPhone.
Once you open show my caller id on your iPhone, go ahead and turn it off as it is turned on by default.

3. Create Google voice account
You can create a Google voice account, get an assigned phone number and use it to contact the person that blocked you on iPhone.
So far Google voice only works in the United States and I think in Canada as well. Not yet available worldwide but you can opt for google FI as it is quite similar to Google voice.
Once you get an assigned phone number you can start calling the person. Remember that Google voice works similar to cellular calls though it requires internet connection like Wi-Fi or cellular data.
The recipient will receive the text message or phone call just like incoming cellular calls and text messages.
However, the person might go ahead to block your google voice number but you can keep on creating new Google voice accounts.
4. Use other instant messaging apps
