Do not disturb mode or any other focus mode option do block both cellular calls and facetime calls on iPhone or any other apple device.
If a recipient has do not disturb mode enabled on his or her phone, be rest assured that if you call the recipient on facetime, the call won’t get through to the recipient, and at your end it will show facetime unavailable.
One of the cons or disadvantage of facetime is that it doesn’t redirect calls to voicemail just like the cellular calls.
For example, if a recipient enabled DND on his phone and you called the person on cellular call, it will automatically redirect you straight to voicemail if available on the recipient phone.

2. When the recipient disabled facetime
Someone may be previously be using facetime and which you have been calling the person on facetime, this time around it shows facetime unavailable, this could be due to the recipient disabling facetime on his device.
It does happen, but quite rare to see.
